Administrative Authority: 42 C.F.R. § 51

Eligibility: Agencies of a political subdivision that has legal

responsibility for disease control under state law. No one will

be denied services because of an inability to pay.

Benefits: Provides money to purchase supplies, materials, and equipment for childhood immunization programs. Salaries/wages or related expenses are provided for personnel directly involved in planning, organizing, and promoting epidemiology surveillance or other activities. Services are provided in a way that preserves human dignity and maximizes acceptance.

Program Providers Providers: State agencies, as outlined in "Eligibility"

Funding: Health and Human Services provides grants to authorized agencies.

Comments: According to 42 C.F.R. § 51(b)(203), the immunization program must (1) have a plan that children begin and complete an immunization regimen, use immunization cards, employ "tickler- ticklerbased" system for recall of children, and a hospital-based based" program for new mothers and their children; (2) assess the immunization status of school "enterers," children attending licensed daycare centers, children under age 2, and new enrollees under age 5 served in public clinics; and have plans or procedures for (3) surveillance of vaccine-preventable diseases, data collection, and laboratory investigations; (4) review and immediate response to diphtheria and polio and, within 48 hours, to measles; (5) vaccine-related reactions and complaints; (6) systematically immunizing susceptible children at entry to school through enforcement of school immunization laws.
